Global Covenant of Mayors for Climate & Energy

GCoM is the largest global alliance for city climate leadership, built upon the commitment of over 12,500 cities and local governments. These cities hail from 6 continents and 144 countries. In total, they represent more than 1 billion people. With climate mitigation targets that are projected to reduce global emissions by 4.1 GtCO2e in 2050, equivalent to 80 percent of USA’s yearly GtCO2 emissions, GCoM cities are demonstrating that they are already taking action. Increasingly, cities and local governments across the globe are heeding the call to act. With nations working towards the goals of the Paris Climate Agreement, cities’ involvement could not be more urgent. The cities and partners of the Global Covenant of Mayors for Climate & Energy share a long-term vision of supporting voluntary action to combat climate change. Together, we’re working towards a resilient and low-emission society.

We support ambitious, locally relevant solutions in sectors where cities can have the most significant impact. These cities register, implement, and monitor their strategic action plans and make information on their efforts and results publicly available.

By becoming part of the alliance, cities and local governments are empowered to drive climate action in their communities by working with city/regional networks, national governments, and international institutions. GCoM helps cities maintain a long-term vision on climate action through collective ambition and achievement. GCoM seeks to amplify the visibility of signatory commitments and actions in the region and globally. GCoM serves cities and local governments by mobilizing and supporting ambitious, measurable, and planned climate and energy action in their communities by working with city/regional networks, national governments, and other partners to achieve our vision. GCoM ensures that signatories are continuously supported in their efforts. Cities receive step-by-step guidance and have access to tools, materials, and a dedicated regional/national helpdesk. GCoM works to provide value to participating cities by mobilizing the critical financing and technical assistance cities require to access investment. GCoM envisions a world where committed mayors and local governments – in alliance with partners – accelerate ambitious, measurable climate and energy initiatives that lead to an inclusive, just, low-emission and climate-resilient future, helping to meet and exceed the Paris Agreement objectives.
