Geographic reach

The CoAct Database tracks several geographic data, including where initiatives are implementing or planning to implement, where actors that participate, lead or fund initiatives are from, and where outputs are produced. This geographic data provides key insights into justice, equity, and inclusiveness of initiatives.

Where are initiatives implementing?

The data shows that implementation is predominantly concentrated in Global North countries, particularly for mitigation focused initiatives. Although implementation in the Global South and lower income countries has increased in recent years, significant gaps still remain. This raises questions about who ultimately benefits from these initiatives and whether they are in line with the principle of Common But Differentiated Responsibilities.

Where are participants from?

Similarly, we find that most participants are based in the Global North. The transnational character of initiatives embodies the principle of shared responsibility in global climate governance, yet inclusiveness for actors from low- and middle-income countries could be enhanced. This could also support more implementation in Global South countries to distribute the benefits of initiatives more equally.
